In 2007, SOAP employees launched a grass roots community bike-sharing program for Portland, Maine - White Bikes. White bikes were placed around town with signage that they were free for public use. The bikes were locked to derail theft, but the lock combination was publicized at www.whitebikes.org. In subsequent years, universities and municipalities have approached SOAP for advice and perspective on replicating the program.
